Kimi: Danger or nuisance?

This week, the Chinese firm Moonshot AI introduced a new iteration of its Kimi model, sparking what seems to be an inevitable surge of discussion regarding China and open source AI.

According to Moonshot, while Kimi K3 “still falls behind the leading proprietary models, Claude Fable 5 and GPT 5.6 Sol,” the latest open source version “exhibited top-tier performance throughout our evaluation suite, consistently surpassing other evaluated models.” Independent assessments from Arena.ai and Vals AI also indicated that Kimi competes well with premier frontier models.

The announcement coincided with a speech from Chinese President Xi Jinping at the World AI Conference in Shanghai, which appeared to unsettle Wall Street, causing the Nasdaq to decline by about 1% on Friday as investors divested from chip companies such as Nvidia.

The ensuing comments from tech industry figures will be reminiscent of the discourse following the launch of the open source R1 model by another Chinese company, DeepSeek, in January 2025. However, the current atmosphere seems intensified after the tariff war waged by the Trump administration against China, ongoing debates surrounding the national security risks allegedly posed by Anthropic, and as significant AI firms prepare for imminent public offerings.

For instance, David Sacks — the former AI czar under the Trump administration and now co-chair of the President’s Council of Advisors on Science and Technology — contrasted Kimi’s advancements with a United States that is “tying itself in knots: politicians and bureaucrats are blocking new data centers, adding state regulations, and advocating for new federal agencies to pre-approve frontier models. This is how you lose the AI race.” (The announcement also provided him an opportunity to criticize Anthropic, labeling Claude as an example of “woke lobotomized models” that undermine American competitiveness.)

Meanwhile, former Uber CEO Travis Kalanick echoed concerns that Chinese entities are “distilling off” (i.e., training on the outputs of) American AI models.

“If distillation isn’t regulated, then anyone should be able to distill from anyone else.. otherwise American models would be unfairly restrained,” Kalanick stated. (Naturally, American models have also been derived from Chinese ones, including Kimi.)

In the interim, OpenAI’s head of strategic futures Dean Ball remarked that Kimi is “a very capable model” whose performance likely cannot be solely attributed to distillation or similar processes, also noting that he is “personally astonished that the Chinese government still allows the open sourcing of models this proficient, given the potential hazards.”

Furthermore, Ball posited that “the likely result of a world dominated by open-weight models is total AI communism,” wherein AI is regarded as “a ‘public good’ that will ultimately be supplied by the state as a form of ‘digital public infrastructure.’”

“This vision appears to me as a dystopian nightmare, but I’ve never encountered an advocate for open-weight models who doesn’t ultimately acknowledge this is where things are headed,” Ball expressed. He even suggested that the Trump administration (which he once worked for) will eventually recognize the necessity to “establish considerable regulatory risks concerning the utilization of open-weight Chinese models.”

“You don’t have to ‘ban open source’ (one of the less intelligent themes in AI policy debates),” Ball remarked. “You just need to instruct every agency to issue informal laws that instill FUD [fear, uncertainty, and doubt]. ‘A Federal Reserve Advisory Bulletin indicated that there could be backdoors in Chinese AI models.’ It doesn’t even need to be well supported. You simply create enough regulatory anxiety that every regulated entity retreats.”

Nonetheless, Shakeel Hashim, editor of the AI-centric publication Transformer, contended that a large portion of the concern is exaggerated, both because Kimi “probably does not possess dangerous cyber capabilities,” and due to the fact that the Chinese government will encounter “remarkably similar incentives” to limit open Chinese models once it develops such capabilities.
